Can i turn on lights when my bearded dragons lights are of at night?

hi i am getting nother bearded dragon i was just wondeing i am going to be putting her in my basement and my brother is down there with his friends some times untill 4 in the morning with the lights on is that bad for my beared dragon thanks.!
