Goddell Made this policy to crack down on players getting into trouble. I personally feel he wasn't ready for any of these big issues. He really wants to throw the hammer down on anyone who messes up. But he is scared that he will recieve backlash. When he suspended pac- man henry and tank people agree with is decision. When it comes to Vick, it is divided and to me if everyone isnt behind his decison he get nervous.
