Do burn bans count for sparklers?

I live in clay county and me and a bunch of friends were wanting to have a 4th of july party. There is a burn ban though and i understand that means no fireworks but what about all those little sparklers and stuff that go off on the ground? the types that twirl and shoot off like 4 feet in the air then come down? can we still have those?
